At 8:00 PM Eastern time on Monday, August 26, Judge J. Campbell Barker of the Eastern District of Texas issued an “administrative stay” preventing United States Citizenship and Immigration Services (USCIS) from approving any further applications for “parole in place” under Keeping Families Together, which shields undocumented spouses and stepchildren of U.S. citizens from the threat of deportation. The stay, during which eligible beneficiaries may continue filing applications, will last for at least fourteen (14) days, though Judge Barker may extend it for “good cause,” which he estimates will last through mid-October to cover the discovery period for current litigation challenging the program’s legality.
